We are a group of concerned citizens who live within the 8 blocks around the proposed development to be located at 532 Memorial Avenue. Our neighbourhood is of the single family variety – many of the homes/properties are more than 100 years old.

The history of 532 Memorial, as many will remember, is that it was previously a hotel/pub. Â It went by the name of the Sunset Inn most recently; and previously was known as the George Inn. Â Some may even have had family events at the old hotel - a local neighbour recently shared fond memories about her wedding reception many years back at this location!
​
This property fell into disrepair and was purchased by a local Developer a decade ago. Â The Developer's proposed development plan is currently in front of Town Council for review. Â The plan includes a request for a height variance to permit maximum height from 7 meters to 14.78 meters.
Â
We  oppose this height variance request.  And we believe that the proposed development plan will significantly change the "heritage" character of our neighbourhood.  We also believe that the plan does not adhere to the Town's 2025 Official Community Plan.

For those of you who do not know, the Developer is a company with founders who have deep roots and strong commitment to the Qualicum Beach community. Â They own many pieces of land here and elsewhere on Vancouver Island.

Recently, they completed what we locals like to call the "Twin Towers" in the East Village. Â This project required Town Council to approve exceptions to the Official Community Plan. Â The Developer now plans to build another multi-storey property in the East Village and has again applied to Town Council for exceptions to the Official Community Plan concerning project height and setbacks. We understand that this new project will be for rental units with rents that could range between $3,200 and $4,000 per month.

It is this same Developer who proposes to build at 532 Memorial.  The Developer has applied for a height variance for this project as well.  The request is detailed in the 11 Feb 2026 Regular Town Council Meeting Deck which you can access via the link to the Town's website below (please either click link below or cut & paste to your browser). *** Refer to pages 195-306 for the 532 Memorial project details, and pages 231-234 in particular for detailed architectural renderings of the proposed development.***
In our understanding, the project is a large-scale residential complex that will be approximately 300 ft long and 50 ft high. Some units will have up to 10 ft high ceilings. Â As we understand it, these units are slated to be for sale and will likely sell for in excess of one million dollars per unit. The project will have parking for 106 cars for the 50 units.

What Is Our Concern?

The existing single family home neighbourhood and all of Memorial Avenue will be significantly impacted by this development.
Â
Traffic is slated to spill onto Hoylake Rd and will likely cause challenges for those going north and south on Memorial Ave. Â The local streets of Hoylake E, Sunningdale, Berwick, Beach and Crescent Rd E and W will also be impacted by additional traffic traversing the side streets. The Developer did commission a formal traffic study, which is publicly available for review in the same 11 Feb 2026 Council Meeting Deck (refer to pages 267-305). The study indicates that there will not be any material impact on local traffic. We believe this to be counter intuitive given the size of the proposed project.

We believe that the disruption from this project to the neighbourhood and Town overall will be immense. Â Picture construction cranes careening overhead during the building phase.

What Have We Done So Far?
​
Our group has approached the Town, the Developer and local media, and we have petitioned against this development.  We have additionally written to Town Council on multiple occasions and spoken at two Town Council meetings to express our strong opposition to our elected representatives. To this point, seemingly to no avail. We cannot be heard, it seems.

As concerned residents and neighbours, we cannot understand WHY any developer should be allowed to forever alter an existing single-family neighbourhood especially when this plan IS NOT IN LINE WITH THE OFFICIAL COMMUNITY PLAN?

532 Memorial is a legacy piece of land. Â It is situated prominently as a gateway from the ocean to our lovely Town. Â We believe it should reflect the small town charm and feel that Qualicum Beach is known for.

Did You Know About Other Developments Under Consideration Besides 532 Memorial?
